After submitting an application for a Transportation Enhancement Grant in April of this year, the City of Chester was awarded the grant of $200,000 to be used for improvements to the City’s sidewalks. Since the end of January 2008, Dennis Corporation has been working with the City of Chester to produce the successful grant application.

On Monday October 13th, the South Carolina Department of Transportation (SCDOT) formally announced that the City of Chester had received a Transportation Enhancement Grant for sidewalk improvement projects. SCDOT Fifth Congressional District Commissioner Sarah B. Nuckles presented the formal announcement to the City of Chester at a council meeting. Transportation Enhancement Grants are coordinated through the Federal Highway Administration (FHWA) and the SCDOT. Funds are specified to be used towards streetscaping, bicycle facilities, pedestrian facilities and other eligible transportation enhancement projects.

Over the past several months, Dennis Corporation employees have completed multiple site visits, as well as taking quantities and measurements to determine costs for the proposed projects. As part of the grant application process, Dennis Corporation also attended meetings with City Mayor Mitchell Foster, the Chester County Chamber of Commerce, and the Chester County Economic Development Board. Dennis Corporation, along with the City of Chester, was able to garner support for the project from Senator Linda Short, Representative F. Gregory Delleney, Jr., Representative Creighton Coleman, and the Chester County Supervisor, Carlisle Roddey.

Several streets have already been selected for improvements utilizing the enhancement grant funds. Wylie Street and Dawson Drive will be receiving new five foot, ADA compliant sidewalks. Replacement sidewalks will be constructed on Pine Street and Reedy Street. In addition, throughout the City of Chester, Dennis Corporation will be adding 36 new sidewalk ramps, incorporating new handicap ramps and detectable warning surfaces at crosswalks. These new additions will provide safer facilities for all pedestrians and residents.

Upon the development of a contract between the City of Chester and the SCDOT, construction on these transportation enhancements will commence. All work related to this project will be administered out of the Chester office of Dennis Corporation, a civil engineering, surveying and construction management firm. Acting as the City’s Construction Manager, Dennis Corporation will be providing engineering and design services prior to construction as well as overseeing all construction activities and inspections during the projects’ process.
